Waterfowl Hunting and Conservation Stamps

Arizona required waterfowl stamps beginning in 1987 and all of the stamps were pictorial through the 2013-14 season. Two types of pictorial stamps were printed each year; the first was printed in booklet panes and issued primarily to hunters. From 1987 through 2001-02 the booklet type stamps were printed in panes of five (1 x 5) with informational tabs located at the left of each stamp. These booklet type stamps had a straight edge along the right side and those from positions one and five had an additional straight edge along the top and bottom, respectively. Two panes were stapled between cardboard covers to form a booklet.

Starting in 2002 and continuing through 2013-14, the booklet type stamps were printed in an unusual format; they were printed in panes of two (1 x 2) with an informational tab at the left of each stamp and a separate hunter survey tab located directly beneath the informational tab. The stamp in the upper right corner of the pane (position one) had straight edges along the right side and the top; the stamp below (position two) had a straight edge along the right side, only. Directly beneath each stamp was a blank piece of paper. Five panes were stapled between cardboard covers to form a booklet.

Starting in 1989 and continuing through 2013-14, Arizona printed and sold "Governor's Edition" stamps which had a very high face value, ostensibly to raise more money for conservation purposes. These stamps were not required to hunt and are listed here for accuracy and completeness, only.

The second type was printed in sheets of 30 (5 x 6) with perforated selvage on all four sides through 2013-14. A plate number was printed in the selvage of each of the four corners. All sheet type stamps had perforations on all four sides and were sold primarily to collectors (see Figure AZ1 below).

Following the 2013 seasons, Arizona began issuing non-pictorial waterfowl stamps and they continue to do so in 2021. The stamps, themselves, are located in the upper left of a three-part card / pane which measures approximately 217 mm x 140 mm, including a 14 mm tab along the left side to accommodate staples. Twenty of these panes are stapled between light cardboard covers to form a booklet (see Figure AZ2 and also the image located below the non-pictorial listings).
